چکیده
روابط ایران و طالبان را میتوان به سه دوره تقسیم کرد. دوره اول از اوایل دهه 1370 تا اواخر این دهه را شامل میشود. روابط در این دوره جنبه منازعه آمیز داشت. دوره دوم از اوایل دهه 1380 تا سال 1400 است و علیرغم واگرایی اولیه، ایران و طالبان بسوی همکاری حرکت کردند. دوره سوم از 1400 به بعد را شامل میشود. در این دوره، همکاری ایران و طالبان در دوره قبل جای خود را به منازعه داده است. سوال این مقاله آن است که چه عللی باعث منازعه در روابط ایران و طالبان در این دوره شده است؟ فرضیه مقاله که به روش توصیفی-تحلیلی بررسی شده آن است که از بین رفتن تهدید مشترک و شکل گرفتن ترجبحات ناسازگار باعث ایجاد منازعه در روابط ایران و طالبان شده است. یافتههای مقاله نشان داد که همکاری طرفین در دوره گذشته، به دلیل وجود دشمن مشترکی بنام امریکا و همچنین ترجیحات سازگاری بود که در دستگاه تصمیمگیری ایران و طالبان نسبت به یکدیگر ایجاد شده بود. اکنون با از بین رفتن تهدید مشترک و بازگشت ترجیحات ناسازگار که در دوره اول روابط ایران و طالبان وجود داشت، روابط دو طرف وضعیت منازعه پیدا کرده است. مقاله پیشنهاد میدهد که ایران و طالبان با اتخاذ یک رویکرد سازهانگارانه میتوانند فرهنگ هابزی موجود را به فرهنگ کانتی یا لاکی تبدیل کنند.
