چکیده
سازمان همکاری شانگهای از نمادهای همگرایی منطقهای در اوراسیای پساجنگ سرد است. پایش روند دگردیسی این نهاد نشان از اهمیت قدرتمحوری و دستاوردهای نسبی در مدل رفتاری اعضای سازمان دارد. پس از نزدیک به دو دهه کوششهای ایران برای عضویت دائم در سازمان همکاری شانگهای به ثمر نشست. فرایند الحاق ایران آغاز شده و این کشور در آیندهای کوتاه به عنوان عضو دائم این نهاد پذیرفته خواهد شد. عضویت دائم ایران در سازمان همکاری شانگهای چه طیفی از پیامدهای امنیتی و اقتصادی در پی خواهد داشت؟ این مقاله با بهرهگیری از چارچوب مفهومی واقعگرایی در تحلیل رژیمهای بینالمللی و بررسی اسنادی که کشورها برای عضویت دائم در سازمان امضا میکنند در پی ارائه پاسخی به پرسش مورد اشاره برآمده است. یافتههای مقاله نشان میدهد که روابط قدرت متغیر کانونی در ایجاد رژیم امنیتی و اقتصادی شانگهای بوده و دستاوردهای نسبی نقش کلیدی در شکلدهی به مدل رفتاری اعضای سازمان ایفا کرده است. متاثر از این مدل رفتاری، نهادینگی این سازمان ضعیف است. عضویت دائم ایران در سازمان همکاری شانگهای تنها در حوزه مقابله با تروریسم تعهدات الزامآوری برای این کشور ایجاد می کند. در سایر حوزههای امنیتی و در حوزه اقتصادی همکاری اعضا تابعی از اجماع شورای سران و غیرالزامآور است.
