Recent geopolitical developments and technological advancements have positioned Iran's foreign policy within a complex, multi-layered, and rapidly evolving environment, necessitating a fundamental redefinition of its regional strategy. The transition of the international order from a unipolar to a multipolar system, the emergence of new regional and global powers, and the advent of the Fifth Industrial Revolution have created both opportunities and challenges for Iran as a middle power. In this context, the present study aims to introduce a novel conceptual framework for redefining Iran's regional policy, termed “Dynamic Balanced Independence.” This framework is grounded in three core dimensions: strategic independence, multi-layered balancing, and dynamic agency. Its primary goal is to maintain national sovereignty while enabling proactive, flexible, and balanced engagement with major powers and regional actors, thereby strengthening Iran's position within the evolving multipolar international order.
This research adopts a qualitative approach with an explanatory-analytical design. Data were collected from a wide range of sources, including library resources, scholarly articles, and official reports. Conceptual and comparative analyses, informed by international relations theories such as realism, neoliberalism, and constructivism, allow for a comprehensive examination of the interplay between Iran’s hard power, soft power, and civilizational identity. This methodological approach enables a detailed understanding of the structure and rationale behind the significance of independence, balancing, and dynamism in Iran's regional policy, while also providing a practical operational framework for future policymaking.
The findings indicate that achieving »Dynamic Balanced Independence« requires a multifaceted approach. Firstly, multi-level diplomacy is essential to diversify Iran’s regional and international partnerships. Secondly, the development of a knowledge-based economy and the adoption of advanced technologies are critical to enhancing competitiveness and reducing reliance on external actors. Thirdly, strengthening regional institution-building and five-dimensional networking will empower Iran to play a proactive and inspirational role in regional governance structures. Fourthly, leveraging soft power is vital for enhancing Iran’s cultural and civilizational influence and shaping regional actors’ perceptions and behaviors. Together, these strategies free Iran from unilateral dependencies and purely reactive postures, allowing for an innovative, balanced, and proactive engagement in regional and global affairs.
The analysis further demonstrates that the dynamic interaction between independence, balancing, and agency enables Iran to manage regional and international threats effectively while maximizing geopolitical, economic, and technological opportunities. Redefining Iran’s regional policy based on the **Dynamic Balanced Independence** framework not only consolidates its position as a resilient and intelligent middle power but also facilitates sustainable development, national security enhancement, and the projection of civilizational influence across the region and beyond.
Ultimately, this comprehensive approach integrates security, economic, technological, soft power, and civilizational dimensions, allowing Iran to maintain strategic autonomy while enhancing flexibility and active agency in a complex regional and global environment. Moreover, five-dimensional networking and regional institution-building serve as operational mechanisms for implementing this framework, reinforcing Iran’s role as a balancing, inspirational, and smart actor in West Asia. The framework paves the way for Iran to pursue an independent, innovative, and impactful policy in the multipolar international order, opening new horizons for national development and soft power projection.
