Explaining the Effectiveness of United Nations Security Council Decisions in Afghanistan: A Volatile Compliance Model of Fragile States (1991–2021)

Abstract

Introduction: Over the past three decades, Afghanistan has remained a fixture on the agenda of the United Nations Security Council (UNSC). From the imposition of sanctions on the Taliban in 1999 and the authorization of international military interventions, to the establishment of the United Nations Assistance Mission in Afghanistan (UNAMA), support for the Islamic Republic, and the management of the geopolitical fallout following the Taliban’s return to power, the Security Council has adopted numerous resolutions addressing security, political, humanitarian, and peacebuilding crises. Nevertheless, persistent political instability, the expansion of insurgent networks, and the ultimate collapse of the republican regime in 2021 raise a critical analytical question: To what extent have Security Council decisions influenced developments in Afghanistan, and which structural factors determined their efficacy? This study examines the variables that shaped the impact of UNSC decisions in Afghanistan, focusing on the roles that domestic, regional, and international actors played in their implementation or obstruction. To address this query, the article formulates the Volatile Compliance Model in Fragile States. Integrating Fragile State Theory, International Compliance Theory, Constructivism, Dependency Theory, and Realism, this model argues that compliance with international institutional mandates within fragile states is neither uniform nor linear. Instead, it is conditioned by state capacity, societal normative cleavages, intra-elite competition, governmental dependence on external patrons, and systemic rivalries among regional and international powers. Consequently, weaker institutional cohesion and fragmented state authority produce highly volatile, fractured compliance with international law.
Methods: This study employs a mixed-methods research design, combining qualitative descriptive-analytical inquiry with quantitative survey data. Empirical data were gathered through structured questionnaires distributed to university professors and researchers across Kabul, Herat, and Balkh provinces. Because the collected data did not exhibit a normal distribution, Spearman’s rank-order correlation coefficient ($\rho$) was utilized to systematically evaluate the statistical relationships between the variables. Within this analytical framework, the perceived efficacy of United Nations Security Council decisions serves as the dependent variable, while the strategic behaviors of domestic, regional, and international actors constitute the independent variables.
Results and Discussion: The empirical findings demonstrate that compliance with Security Council resolutions in Afghanistan was highly asymmetric across different tiers of actors. The state executive branch, formalized political parties, and civil society organizations exhibited the highest levels of normative convergence with UNSC mandates. Conversely, anti-government armed groups—most notably the Taliban and the Haqqani Network—demonstrated profound structural divergence and resistance. At the regional level, the behavior of neighboring states was driven less by the legal legitimacy of Security Council resolutions than by realist geopolitical and security calculus. Statistical correlations confirm that the relative success or failure of UNSC mandates in Afghanistan was path-dependent, relying heavily on the interlocking patterns of compliance, neutrality, or active resistance among interconnected domestic and external stakeholders.
Conclusion: The primary theoretical contribution of this study is the conceptualization of the Volatile Compliance Model in Fragile States. This model proves that in conflict-affected, fragile polities, the impact of international institutions is structurally bounded by both the host state's capacity to project sovereign authority and the willingness of peripheral actors to cooperate with international peace objectives. Ultimately, the Afghan trajectory serves as a definitive case study illustrating the limits of global governance when international institutional mandates confront fragmented, fragile states defined by enduring instability, contested legitimacy, and weak domestic institutions.
