جو بایدن و رمزگان عملیاتی در حوزه سیاست خارجی

چکیده

رئیس جمهـور آمریـکا از اختیـارات زیـادی در حـوزه سیاسـت خارجـی برخـوردار اسـت و ّ ی بـر حـوزه ادراکـی و عملیاتـی سیاسـت خارجـی آمریکا تغییـر آن می توانـد تأثیـرات جـد نیازمنـد ً داشـته باشـد. آگاهـی از رویکردهـای سیاسـت خارجـی رهبـران جدیـد معمـوال ارزیابـی دقیـق باورهـای اصلـی آنهاسـت چراکـه آشکارسـازی باورهـای مرکـزی نخبـگان سیاسـی، امـکان پیش بینـی مواضـع رهبـران در موقعیت هـای احتمالـی آینـده را پدیـد مـی آورد. بـا توجـه بـه انتخاب جـو بایـدن به عنوان چهـل و ششـمین رئیس جمهـور آمریکا، سـؤال اصلـی مقاله این اسـت کـه الگوهـای ادراکی جـو بایـدن در حوزه سیاسـت خارجی کدام هـا هسـتند؟ در واقـع، هدف اصلی مقاله بررسـی باورهـای مرکزی جو بایـدن در حوزه سیاسـت خارجـی بـا بهره گیـری از دیدگاه هـا و مواضـع پیشـین او بـا اسـتفاده از چارچـوب مفهومـی رمـزگان عملیاتی اسـت. بـرای این منظـور جامعه آمـاری برگزیده از متـون مربوط بـه زندگی سیاسـی جـو بایدن از سـال ۲۰۰۳ تا ۲۰۲۰ بـا رویکرد تحلیل کیفـی متون مورد بازبینـی ذهنی و تفسـیری قـرار گرفته انـد. یافته اصلی مقاله این اسـت که ادراکات سیاسـت خارجـی بایـدن در حـوزه باورهـای بنیادیـن، بـر اسـاس نـگاه همکاری جویانـه بـا متحدان آمریـکا، ائتالف سـازی دموکراتیـک بـر ضـد رقبـای آمریـکا و احیـای رهبـری قاعـده محور آمریـکا در عرصـه جهانـی و همچنین در حـوزه باورهای ابزاری، بر اسـاس اقـدام گام به گام، اولویـت دیپلماسـی با شـرکت همه ذی نفعان و اهمیـت رضایت مردم آمریـکا در تصمیمات سیاسـت خارجی شـکل گرفته اسـت. در ایـن مقاله، ابتـدا مقدمه و ادبیات موجود و سـپس چارچـوب مفهومـی و روش شناسـی خواهند آمـد. در ادامه، رمـزگان عملیاتی جـو بایدن بر اسـاس پنـج سـؤال مربوط بـه باورهای بنیادین و پنج سـؤال مربـوط به باورهای ابـزاری مورد تحلیـل قـرار خواهنـد گرفـت. در نتیجه گیـری، چارچوب هـای احتمالـی سیاسـت خارجی دولـت بایـدن در قبـال ایـران مورد اشـاره قـرار می گیرند.

US president has a significant role in foreign policy-making. In result, change of White House occupant can cause significant changes in perceptual and operational aspects of American foreign policy. Anticipating the new president’s foreign policy tendencies requires an analysis of his/her core ideas and attitudes in this area. Applying operational code analysis as its framework, the article aims to investigate Joe Biden’s main ideas, perceptions and attitudes in foreign policy area. The main thesis of the article is that Biden’s foreign policy perceptions are strategically based on cooperation with American allies, democratic alliance-building against American rivals and restoring American rule-based global leadership. In terms of tactical issues, the finding shows that Biden’s foreign policy is likely to frame in terms of step-by-step approach, preference of diplomacy with all sides involved and importance of American public support in foreign policy area.
