		<Abstract>&lt;strong&gt;&lt;span&gt; &lt;/span&gt;&lt;/strong&gt;
&lt;strong&gt;&lt;span&gt;Extended Abstract&lt;/span&gt;&lt;/strong&gt;
&lt;strong&gt;&lt;span&gt;Introduction: &lt;/span&gt;&lt;/strong&gt;&lt;span&gt;The Constitutional Revolution in Iran (1905–1911) can be conceptualized not merely as a localized political disruption, but as an epistemological arena defined by the confrontation of three distinct symbolic horizons that ultimately determined the trajectory of the movement. Foundational concepts—such as law, nation, freedom, sovereignty, and representation—each carrying specific institutional definitions within Western modernity, became highly contested sites of semantic struggle in Qajar-era Iran. The three primary social forces driving the revolution—namely the clergy, theoretical intellectuals, and instrumental intellectuals—each interpreted and operationalized these concepts from fundamentally divergent ideological perspectives. The absence of a convergent semantic field meant that this interpretative plurality, rather than generating strategic synergy, culminated in a structural conflict that reached its apex with the bombardment of the parliament in 1908. The failure to consolidate constitutional institutions was therefore not solely a product of structural vulnerabilities or foreign imperial interventions; it was deeply rooted in a profound deficit of semantic consensus among these core social forces. Although all three factions utilized a shared vocabulary, they reproduced these concepts in mutually contradictory ways within the matrix of symbolic interaction. This study addresses a central research question: Why did the Iranian Constitutional Revolution fail to produce a sustainable symbolic consensus among its constituent social forces?&lt;/span&gt;
&lt;strong&gt;&lt;span&gt;Methods: &lt;/span&gt;&lt;/strong&gt;&lt;span&gt;Utilizing Herbert Blumer’s theoretical framework of symbolic interactionism, this study reinterprets the Constitutional Revolution as a contested field of meaning-construction surrounding key political symbols. It employs qualitative textual analysis to examine Qajar-era political treatises, contemporary periodicals, and the personal correspondences of both secular intellectuals and clerics. The objective is to trace how these actors endowed constitutional concepts with specific meanings and negotiated them within the emerging public sphere. To operationalize this framework, the study systematically maps the three major intellectual currents within a comparative analytical matrix (categorizing variables such as conceptions of law, orientation toward tradition and the West, the ultimate teleology of constitutionalism, and the ideal political subject), followed by a close reading of symbolic disputes, particularly the competing interpretations surrounding the institutionalization of the &lt;em&gt;Divan-Khaneh-ye Adliat&lt;/em&gt; (House of Justice).&lt;/span&gt;
&lt;strong&gt;&lt;span&gt;Results and discussion: &lt;/span&gt;&lt;/strong&gt;&lt;span&gt;The analysis identifies three distinct meaning-making projects within the constitutional discourse. First, theoretical intellectuals prioritized a form of constitutional legalism grounded in Enlightenment rationality and natural rights, conceiving the autonomous citizen as the primary locus of collective reason. Second, instrumental intellectuals emphasized administrative order, state capacity, and technocratic optimization, aiming to construct a disciplined bureaucracy alongside a centralized nation-state. Third, the clergy advanced the paradigm of &quot;legitimate constitutionalism&quot; (&lt;em&gt;Mashruteh-ye Mashru‘eh&lt;/em&gt;), wherein concepts of law, justice, and sovereignty were subordinated to Islamic jurisprudence (&lt;em&gt;Fiqh&lt;/em&gt;), with the preservation of the Islamic moral order as the ultimate objective and the pious believer as the normative political subject. This tripartite ideological configuration explains why shared symbols failed to achieve structural stability. The discourse of &lt;em&gt;Mashru‘eh&lt;/em&gt; directly challenged the liberal-secular tenets of constitutionalism, while the state-building imperative of instrumental intellectuals steered the movement toward centralization and authoritarian technocracy. The outcome was not a cohesive synthesis, but a persistent semantic misalignment that fractured political alliances and hindered institutional consolidation. In the absence of a unified political language, the dialectical integration of tradition and modernity fractured, leaving a heterogeneous legacy composed of modern institutional facades, traditional socio-political elements, and state authoritarianism.&lt;/span&gt;
&lt;strong&gt;&lt;span&gt;Conclusion: &lt;/span&gt;&lt;/strong&gt;&lt;span&gt;The historical trajectory of Iran&#039;s Constitutional Revolution demonstrates that political projects endure only when institutional frameworks and shared meanings evolve in tandem. Lacking a coherent political vocabulary capable of mediating the tensions among tradition, Western modernity, and statehood, the constitutional movement became deeply fragmented. The resulting state apparatus emerged as legally modern in appearance, normatively contested in legitimacy, and administratively state-centric in execution—a path dependency that shaped twentieth-century Iranian politics.&lt;/span&gt;

			<OtherAbstract Language="FA">مقدمه و اهداف: انقلاب مشروطه در ایران را می‌توان نه صرفاً به عنوان یک واقعه سیاسی، بلکه به مثابه یک «عرصه معرفت‌شناختی» نگریست که در آن، برخوردِ سه افق نمادین در نهایت سرنوشت جنبش را رقم زد. مفاهیم بنیادینی همچون قانون، ملت، آزادی، حاکمیت و نمایندگی که در مدرنیته اروپایی حامل معانی و کارکردهای نهادیِ مشخصی بودند در ایرانِ عصر قاجار به کانون مبارزات معنایی بدل شدند. هر یک از سه نیروی اجتماعی اصلیِ انقلاب یعنی روحانیت، روشنفکران نظری و روشنفکران ابزاری این مفاهیم را از دیدگاه‌های کاملاً متفاوتی تفسیر و بازتعریف کردند. فقدان یک میدان معناییِ همگرا باعث شد که این تکثرِ تفاسیر، به جای تولید هم‌افزایی، به یک تضاد ساختاری ختم شود که نقطه اوج آن به توپ بستن مجلس بود. ناکامی در تثبیت نهادهای مشروطه، تنها حاصل ضعف‌های ساختاری یا مداخلات خارجی نبود، بلکه ریشه‌ای عمیق در فقدان «اجماع معنایی» میان سه نیروی اجتماعی اصلی ـ روشنفکران نظری، روشنفکران ابزاری، و روحانیت ـ داشت. هر یک از این نیروها، هرچند از واژگانی مشترک همچون «قانون»، «آزادی» و «ملت» بهره می‌بردند، اما این مفاهیم را در میدان تعامل نمادین به‌گونه‌ای متعارض بازتولید می‌کردند. هدف نوشتار پاسخ به این پرسش است که قرار چرا مشروطیت در ایران نتوانست به اجماع نمادین میان نیرو‌های اجتماعی مشروطه منجر شود. &lt;br&gt;&lt;br&gt;روش ها: در پژوهش پیش‌رو تکیه بر چارچوب نظری هربرت بلومر و رویکرد کنش متقابل نمادین، به بازخوانی انقلاب مشروطه ایران به‌عنوان عرصه‌ای از منازعه بر سر معناسازی مفاهیم بنیادین می‌پردازد. این مطالعه از روش «تحلیل کیفی متن» در بررسی رساله‌ها، نشریات و نوشته‌های روشنفکری و روحانی استفاده می‌کند تا مشخص نماید که کنشگران چگونه به مفاهیم مشروطیت معنا می‌بخشیدند و پیرامون آن‌ها در عرصه‌های عمومی به گفتگو و چانه‌زنی می‌پرداختند. این پژوهش برای عملیاتی‌سازی این هدف، سه جریان فکری موجود را در یک جدول تحلیلی (شامل مفاهیمی چون: تلقی از قانون، نسبت با سنت و غرب، غایتِ مشروطه‌خواهی و سوژه سیاسی مطلوب) ترسیم نموده و به خوانش دقیق مناقشات نمادین به‌ویژه تفسیرهای رقیب از مفهوم «عدالت‌خانه» می‌پردازد.&lt;br&gt;&lt;br&gt;یافته‌ها: به نظر می‌رسد سه پروژه معناییِ متمایز در مشروطه قابل شناسایی است: «روشنفکران نظری»، قانون‌گراییِ مبتنی بر عقلانیت و گفتمانِ «حقوق طبیعی» را در اولویت قرار می‌دادند و شهروند را جایگاه اصلیِ خودمختاری و عقلِ جمعی می‌انگاشتند. «روشنفکران ابزارگرا» بر نظم اداری و توانمندی دولت تأکید داشتند و هدفشان طراحی یک بوروکراسیِ منضبط و کارآمد و یک دولت‌ملیِ متمرکز بود. در مقابل، روحانیون چارچوبی تحت عنوان «مشروطه مشروعه» را پیش بردند که مفاهیم قانون، عدالت و حاکمیت را ذیل «فقه» بازتعریف می‌کرد و به‌دنبال حفظ نظم اخلاقی اسلام بود؛ آن‌ها مؤمن را به عنوان سوژه هنجاری (مبنای ارزش‌ها) در نظر می‌گرفتند. این سه‌گانه روشن می‌کند که چرا نمادهای مشترک نتوانستند به ثباتِ معناییِ واحدی منجر شوند. گفتمان مشروعه، خوانش‌های لیبرال‌سکولار از مشروطیت را به چالش می‌کشید، در حالی که رویکرد دولت‌سازِ روشنفکران ابزارگرا، پروژه مشروطه را به سمت تمرکزگرایی و فن‌سالاری (تکنوکراسی) سوق می‌داد. نتیجه این وضعیت، نه یک سنتز و پیوندِ از پیش توافق‌شده، بلکه یک «ناهم‌ترازی معناییِ» مداوم بود که پایداریِ ائتلاف‌ها را سست کرد و مانع از تثبیت نهادینِ مشروطیت شد.&lt;br&gt;&lt;br&gt;در غیاب زبان مشترک سیاسی، فرآیند ادغام سنت و تجدد ناکام ماند و محصولی ناهمگون از نهادهای مدرن، عناصر سنتی و اقتدارگرایی دولتی پدید آمد. &lt;br&gt;&lt;br&gt;نتیجه گیری: مسیر جنبش مشروطه در ایران را نمی‌توان صرفاً با محدودیت‌های ساختاری تبیین کرد؛ چراکه پروژه‌های سیاسی تنها زمانی تداوم می‌یابند که نهادها و معانیِ مشترک به موازات یکدیگر تکامل پیدا کنند. در فقدان یک زبان سیاسیِ مشترک که قادر به میانجی‌گری میان سنت، مدرنیته و دولت‌مندی باشد، مشروطیت به مجموعه‌ای پاره‌پاره بدل شد: در ظاهرِ قانونی، مدرن؛ در ساحتِ هنجاری، مورد مناقشه و در ساختارِ اداری، دولت‌گرا.</OtherAbstract>
