The main claim of the present article is that after a turbulent decade caused by revolutionary developments and the eight-year war, the new government's new approach to the field of political economy and especially the processes of economic globalization, for the first time in the Islamic Republic of Iran Left on strategic government-market relations; In a way, the consequences of adopting such an approach continue to cast a shadow over Iran's economy and politics. Now the main question of the forthcoming article is "What approach did the Hashemi government take towards the globalization of the economy and what effects did the application of this policy and approach have on the relationship between the government and the market in this period?" The research method is qualitative (causal explanation) and the analysis method is done using data and library-Internet resources. On this basis, first the theory of neoliberalism, as well as the globalization of the economy and its indicators are proposed and then based on this theory, the approach of the fifth government towards the globalization of the economy and its effects on the government-market relationship in Iran in 1991, is examined and tested. .

Along with the establishment of newspaper, the issue of establishing new schools was one of the most crucial educational-cultural concerns of the Iran modernization, before the Constitutional Revolution. The latter was a response to inefficiency of traditional education for Iran to enter the modern world. This is why this issue was considered in the newspapers of that time as a serious issue. Among the newspapers concerned the issue was Hekmat newspaper. So, the research question is that «which goals were pursued by Hekmat newspaper, through supposition of establishing new schools necessity?» According to the author, with an incomplete and one-sided understanding of the modernity foundations, and without an accurate understanding of the effects of the efficient objective conditions (economic, social and political) in education development in the West, the newspaper assumed that Establishing New Schools Movement would provide the country with advancement platforms. To understand the supposition ofHekmat newspaper›s approach, the Skinner›s Intentional Hermeneuticsmethod will be used.

International Relations as an academic discipline, originating from the West, has been influenced by Western traditions of thought and this has led to its Eurocentric nature reproduced through specific closures and strict standards of theorizing. Since the last part of the twentieth century, however, this has been challenged. The emergence of reflectivist theories with their broad definition of theory, the expansion of international agenda due to significance of new international issues, and the agency of non-Western international actors have somehow broken the meta-theoretical and theoretical boundaries of IR. The result has been pluralism and the coexistence of approaches and theories. The main argument of this article is that this pluralism paves the way for non-Western IR scholars to produce their own theories and narrative of international relations.
