نقش کنگرة ایالات‌متحده در سیاست خارجی آمریکا در قبال ایران (۲۰۱۷-۲۰۰۵)

چکیده

سیاست خارجی تهاجمی ایالات‌متحده در قبال ایران (۲۰۱۷-۲۰۰۵) را می‌توان ناشی از بنیان‌های درونی سیاست خارجی این کشور به‌حساب آورد. یکی از این بنیان‌های درونی، کنگرة ایالات‌متحده است که صرف‌نظر از ساختار نظام بین‌المللی، سبب شده تا دولت آمریکا رویکردی تهاجمی علیه ایران در پیش بگیرد. برای تبیین سیاست خارجی آمریکا بر اساس بنیان‌های درونی‌اش، می‌توان از نظریة واقع‌گرایی نوکلاسیک بهره گرفت. بر همین اساس، نویسندگان این مقاله به دنبال پاسخ به این سؤال اصلی هستند که کنگرة ایالات‌متحده چه تأثیری بر سیاست خارجی آمریکا در قبال ایران (۲۰۱۷-۲۰۰۵) داشته است؟ هدف این پژوهش، کمک به درک هر چه بیشتر سیاست‌گذاران ایرانی از میزان تأثیرگذاری سیاست داخلی آمریکا بر سیاست خارجی این کشور در قبال ایران است. هم­چنین، این پژوهش درصدد دست­یابی به این هدف است که سوءبرداشت میان سیاست‌گذاران ایرانی در خصوص سیاست خارجی آمریکا در قبال ایران را به حداقل برساند. روش این پژوهش عمدتاً شامل بهره‌برداری از سخن­رانی‌ها، صورت مذاکرات کنگره، گزارش‌های دولتی، کتاب‌های تخصصی روابط بین‌الملل و مقالات علمی و پژوهشی است. هم­چنین، روش پژوهش توصیفی- تحلیلی و روش جمع‌آوری داده‌ها به‌صورت کتابخانه‌ای است. یافته‌های پژوهش حاضر نشان می‌دهد که در رابطه با ایران، کنگرة آمریکا از طریق اعمال تحریم‌های اقتصادی و نیز ترغیب کاخ سفید برای اجرای آن تحریم‌ها، دولت آمریکا را برای پیگیری یک رویکرد خصمانه علیه ایران ترغیب کرده است.

چکیده [English]

US Congress, as a legislative pillar of democracy, has a significant impact on American foreign policy. Nevertheless, the role of the US Congress is not limited to domestic politics rather they would usually shape US foreign policy. Since the Islamic revolution, US Congress has adopted an aggressive approach towards Iran. The US legislative institution, as a domestic source of US foreign policy, has shaped US foreign policy toward Iran by imposing economic sanctions. The purpose of the research is to increase the Iranian officials’ understanding of US domestic politics. Therefore, the main question of the research is: What is the impact of US congress on American foreign policy towards Iran (2005-2017)? In order to answer the main question, the authors would use neo-classical theory. In addition to systemic factors, neoclassic realism would consider domestic factors to explain foreign policy. The findings of research suggest that the US congress has encouraged US administrations to pursue an aggressive policy towards the Islamic Republic of Iran by imposing economic sanctions and by persuading the US administrations to implement them.
